KOLKATA: Armed with a Supreme Court directive and in a bid to ensure that prospective flat buyers don’t get cheated by a section of developers and promoters who give possession without obtaining a completion certificate (CC) from KMC, the civic brass has decided to make developers accountable by taking an undertaking from them. This will ensure they apply for a CC after the completion of construction.
Mayor Firhad Hakim on Friday said the KMC buildings department would get tough with real-estate promoters or developers who won’t apply for CC after agreeing to sign the undertaking.
“We will be forced to disconnect the water supply lines being used during construction,” said Hakim.
A CC is given to a promoter after the construction of a housing project if the KMC, after inspection, is satisfied the project has been constructed according to pl-ans submitted to the civic body. Any deviation will attract a penalty. If the deviation is major, KMC orders demolition of the illegal portions.
According to Hakim, KMC inspectors will be asked to conduct an inspection within three days of construction being complete. “Going by the results of the inspection, we will decide on granting a CC. If the construction is without deviation, we will grant a CC within 45 days,” said a civic official.
According to a KMC official, in several cases where the promoters fled the project site without obtaining a CC, the onus of getting water and drainage connections falls on residents, who also have to bear the burden of clearing the outstanding property tax.
Hakim recently received several calls from across the city complaining about unscrupulous promoters who have not applied for CC. According to an official, many complaints came in from the KMC-added areas of Garden Reach, Behala, parts of Tollygunge, areas in Jadavpur, and neighbourhoods off Bypass. “We send our inspectors to check if a housing project has been constructed according to the sanctioned plan. If we find no major deviation, we issue a CC, following which, the developer can apply for permanent water supply and drainage connections. If we receive no application for a CC, flat owners land in trouble,” a KMC official said.
