NEW DELHI: Delhi Development Authority (DDA) recently issued a circular for the allottees of its premium housing scheme in Dwarka’s Sector 19B, asking them to settle the final payment, which is 25% of the total cost, for the penthouses, super-HIG and HIG flats.
DDA claims these dwelling units are now available for physical possession and the allottees are required to finalise the payment by Aug 28 without interest or by Sept 28 with interest at the rate of 10% per annum. The authority also says it has secured the fire no-objection certificate (NOC) for the project.
The allottees have, however, expressed concerns regarding the limited access to the site, with some alleging that various works, such as installing tiles in balconies and fitting fixtures, remain unfinished. They said that despite the ongoing problems at the site, the authority might start the handover process due to the previous declaration of completing the project by June 30.
“After the successful completion of e-auction of flats under Diwali Special Housing Scheme 2023 (e-auction), the demand-cum-allotment letters were issued to all the successful allottees and highest bidders last year. In Feb 2024, it was clarified that instead of 100% of the cost amount, the allottees were required to pay at least 75% within the time schedule and the remaining 25% will be raised at the time of offer of physical possession,” stated a DDA circular.
“While calculating the payment towards this 25% of the demanded amount, the applicant has to adjust the TDS deposited, which has to be paid directly to the income-tax department,” the circular added. DDA clarified that the amount would have to be submitted online on its website.
The allottees have expressed concerns about the authority’s decision to initiate the payment process before completing all works. “Why would a person pay the remaining amount when he or she can’t move into the house or flat immediately? Some of us managed to get inside the complex where the works on installing tiles, bathrooms fixtures, balcony work and common area repair were still in progress,” said an allottee on the condition of anonymity.
However, some allottees have said a few senior DDA officials visited the site on Tuesday and assured that all flats would be ready by the time people would start moving in, and the site would be open to visitors within the next seven-10 days.
A DDA official said, “The physical possession of each and every flat will be given only after it will be readied totally for living purpose. The process has just opened and people have two months to make payment. We have already received NoCs and are working diligently to complete pending works.”
DDA has also issued a similar circular for the physical transfer of EWS flats in the same sector.
