Confusion Surrounds NoC Requirement for Plot Registration in Ludhiana, – Homevior

LUDHIANA: The much awaited state govt notification giving relief to people who own plots of up to 500 square yards in unauthorised colonies has reached Greater Ludhiana Area Development Authority (Glada) and MC.

The government has given 90 days to get the plots registered without NoC. However, it is not clear if owners would have to get NoCs issued from MC or Glada after the 90 days’ window. There is no clarity on sanctioning of building plans and electricity metres either.

According to the notification, any person who has entered into a power of attorney or agreement to sell on stamp paper or having any registered document with title of land of up to 500 sq yds till July 31, 2024, shall be entitled to get registration of such plot without NoC from Dec 1 to Feb 28, 2025.

There are certain conditions for registration of such properties. The plot should not be located in unauthorised development raised on land falling in restricted areas along scheduled roads and national highways or any other restricted area declared under any central or state law.

The plot should not contravene provisions of regional plan/master plan and other mandatory restrictions as applicable on registration of such plots and it should not be encroachment on public land. No relief has been given to developers of such illegal colonies.

Meanwhile, president of Punjab Colonisers and Property Dealers Association, Gurwinder Singh Lamba said, “The notification needs clarification as dilemma is maintained over status of those who already got registration of plots done. It is not clear whether they need to get registration done again. Also, if people need to sell their plots after the given time period, what will be the procedure.” He said that when discussions were held about the notification, it was said that time would be given to get pending registrations done while previously registered plots would not require NoC. He added that the notification did not clarify whether people would get electricity connections without NoC and whether MC or Glada would approve their building plans or not.

However, MC assistant town planner, Mohan Singh said that there was no confusion about previously registered plots as the notification was about those who were yet to get their plots registered.

He said that if the government had to do anything about previously registered plots, then they would have mentioned in the notification that all registries would be done again. He added that things would be clarified when plot registration began.
