VIJAYAWADA: In a significant step toward fulfilling promises made during elections, the state govt has decided to grant house sites only to Below Poverty Line (BPL) families under the housing for all scheme. Special chief secretary (revenue) RP Sisodia on Monday released detailed guidelines for the implementation of ‘Housing for All’ programme.

The govt will allocate 3 cents of land in rural areas and 2 cents in urban areas to all the eligible BPL families.

Sisodia said that the state govt will provide a conveyance deed for the land allocated under the ‘Housing for All’ scheme. This deed will grant freehold rights with a 10-year restriction period. “The beneficiaries will have all rights including sale after the expiry of 10 years,” said Sisodia.

He, however, said that the beneficiaries must begin construction of houses within two years of getting the house-site. He explained that guidelines have been designed to ensure that free house site pattas are issued only once in a lifetime. It was emphasized that construction should commence within two years of receiving the patta. “Free house sites will be allocated only to families below the poverty line, and the beneficiary should not own any residential land or house anywhere in Andhra Pradesh. Furthermore, individuals who have already benefited from any housing schemes implemented by the Central or state govts will not be eligible,” Sisodia. The state govt already constituted state level committee headed by revenue minister with municipal administration and housing ministers on board to oversee the programme.

Similarly, the govt constituted a high-level officials committee to ensure interdepartmental coordination. District collector will chair the district level committee for the smooth implementation of the housing for all programme.
